WSAR is an organisation of organisations.
Each operation is co-ordinated by the duty manager, who is a volenteer selected from one of WSAR's participating organisations. The duty manager, or in ICS speak, the Incident Commander, sets each capable organisation a challenge to provide resources suitable for that operation. The volenteers responding to these requests are the ones that are operationally active.
